4. To rehabilitate mentally handicapped and hearing handicapped children through appropriate training to lead an independent life.

5. To provide early identification, intervention and integration services for young children so that optimum benefits of utlisation of capabilities and oppurtunities for the development accurrred to those children with mental handicapped.
